REPORT


International Board for Education, Research and Development (IBERD), a budding organization founded by an intellectual peers, with the objective of spreading knowledge and gaining insights to new technology. This being the first year, IBERD has sown the seeds for more intellectual and academic discourses. The 1ST International Conference on Empirical and Theoretical research (ICETR -2019) was held at Israel from May 28 to June 2, 2019.

The main aim of the conference was to provide the attendees with the opportunity to share their knowledge and experiences with each other both formally and informally over the course of the day. It will also help the delegates to establish academic and non-academic international linkages with recognized Universities and Higher Educational Institutes in Israel. 
 
The program began formally by seeking the blessings of Lord followed by devotional song. The chief guest for the inaugural function was Dr. Uri Resnick, Director, Asia Pacific Directorate, Israel Ministry of Foreign Affairs, Jerusalem, Israel and the Guest of Honour was Prof. Eric Zimmerman, Director, Research Support Office and Global Engagement, IDC Herzliya, Israel.
We had with us on the dais Hon’ble Adv. Girijashankar Tiwari, President, Sonopant Dandekar Shikshan Mandali, India, Patron, ICETR-2019. We also had Mr. Shambhu Prasad Ghimire, Director, Janamaitri Multiple Campus, Kathmandu, Nepal and Member, Advisory Committee, ICETR-2019.

Dr. Minakshi Gurav, President, IBERD and Convener of ICETR-2019, Dr. Bhushan Langi, General Secretary, IBERD, Dr. Kiran Save, Principal,  Sonopant Dandekar Arts, V.S. Apte Commerce and M.H. Mehta Science College, Palghar, Maharashtra, India, Co-Convener of ICETR-2019 were present on the dais. President of the IBERD welcomed all with floral bouquet.

Dr. Minakshi Gurav introduced the IBERD which is celebrating its first year. She emphasized on various objectives of the Board and also focused the need of international collaborations. She expressed that this conference will surely help in collaborative programmes in future. 

Mr. Shambhu Prasad Ghimire expressed his views on higher education system in Nepal and has participated in the conference for future prospects and collaboration with India.

Hon’ble Adv. Girijashankar Tiwari, a visionary spoke on the way his college in rural area has expanded from 150 students and 2 teachers to 10000 students and 200 teachers. The college now caters to Arts, Science, Commerce, Self-financing, Law and PG disciplines.

Chief guest, Dr. Uri Resnick graced the occasion and expressed the way Israel faced challenges and has overcame hurdles to stand today as a strong and technologically developed nation in the world. He mentioned the achievements in the fields of agriculture, defence, science and technology which are really appreciated. The inaugural function ended with vote of thanks by Dr. Bhushan Langi.
 
Keynote speaker Dr. Eric Zimmerman spoke on resilience and innovation. His minute observation and analysis made him comment “It is not about big or a small nation, it is all about mind set”.  He was very excited to mention about India Israel relationship which is 27 years old where both the nations share cultural richness

Israel has made their landmark achievements not only in science and technology but also in literature, music and humor, he mentioned. 
In brief his keynote messages were on hard rules of life. They are- 
•    Unlearn the past
•    Gain life changing experience
•    Have faith in family and community
•    No revenge: Reconciliation is the strength
•    Dignity to accept difference and not to be threatened by differences

He quoted “Success is not built on success. It is built on failures. It is built on frustration. Sometimes it is built on catastrophe”

The first technical session started having Dr. Sadanand Dharap, Bhausaheb Nene Arts, Commerce and Science College, Pen, Dist.-Raigad, Maharashtra, India, who spoke on Challenges in higher education. Co-chairperson for the session was Dr. Dattatray Gaikwad, Professor and Head, Department of Botany, Shivaji University Kolhapur. Seven research papers were presented by the researchers in the first session. 

Second technical session started post lunch and we had Dr. Dnyaneshwar Waghchoure, Director, Ashwamedh Group of Industruies, Kopargaon, Ahmednagar, Maharashtra, India as a Chairperson and Dr. Kiran Save, Principal, Sonopant Dandekar Arts, V.S. Apte Commerce and M.H. Mehta Science College, Palghar, Maharashtra, India as a Co-chairperson. Dr. Waghchoure delivered a plenary talk on ‘With Biotechnology in the service of agriculture’ Ten research papers were presented in the second session.

Ms. Emma Afterman, Head of International Policy and Cooperation Strategy and International Affairs Department and Manager, Israel-Asia Academic Relations, Council for Higher Education, Israel graced the occasion of Valedictory Ceremony as a guest. Dr. Minakshi Gurav welcomed her and introduced her with the Board. The report of the conference was presented by Ms. Surekha Shetty, Member, IBERD. Certificates of participation were distributed to all delegates and three best papers were awarded with certificates and trophies. It was followed by the address of Ms. Emma Afterman who spoke about ‘Higher Education in Israel’. She gave the snapshot of HE system, the planning and budgeting system, growth in number of colleges and international research collaborations.
